GRAMMAR, USAGE and STYLE - CAPITALIZING PROFESSIONAL TITLES
The Gregg Reference Manual, Seventh Edition, says that in general
you do not capitalize job titles when they stand alone. However, in
procedure manuals and in company memos and announcements, job
titles are sometimes capitalized for special emphasis. Example:
Marion Conroy has been promoted to the position of senior accountant
(or Senior Accountant).
It says that titles of company officials (the president, the general
manager) shouldn't be capitalized when they follow or replace a
personal name. Exceptions are made in formal meeting minutes, and
in rules and bylaws.
While some companies choose to capitalize all titles in all
communications, Gregg says this confers excessive importance on
people who are neither public officials or eminent dignitaries.
Avoid it.
The Associated Press Stylebook says to lowercase and spell out titles
when they're not used with an individual's name. Examples: The president
issued a statement. The pope gave his blessing.

If in doubt, capitalize. You'd probably be criticized less for NOT
capitalizing than for capitalizing!
